Students who are looking for reduced-cost housing may consider available financial assistance or government-subsidized housing options.

Read through eligibility requirements carefully, as many of these options are intended for specific groups of people, and may be limited to Manitoba residents.

Manitoba Housing

Manitoba Housing provides opportunities for subsidized rental housing in both properties that Manitoba Housing owns and operates and in properties that are owned and operated by private and non-profit housing partners. For general information and a list of programs, visit the Manitoba Housing website. We've also outlined several options in the following sections.

Social Housing Programs

Social Housing Rental Program – Subsidized rental housing for individuals, seniors and families. These properties are owned and operated by Manitoba Housing.

Social Housing Assisted Living – Affordable assisted living services for seniors aged 60+. Services include meals, housekeeping and on-site activities.

Social Housing with Private and Non-Profit Housing Partners

Cooperative Housing – Manitoba Housing partnership agreements with non-profit housing cooperatives offer a variety of housing options in the private market to co-operative members. Share fees may apply, and only a limited number of affordable housing charges are committed within each co-op.

Private Non-Profit Housing – Manitoba Housing partnership agreements with private non-profit organizations offer a variety of housing options in the private market to seniors, persons with disabilities and families. A limited number of affordable rental rates are committed in each housing complex.

Rent Supplement – Manitoba Housing provides rental assistance to families, elderly people and persons with special needs by entering into agreements with private and non-profit landlords.

Sponsor-Managed Social Housing – Manitoba Housing partnership agreements with property management agencies / non-profit organizations offer a variety of housing options that are owned by Manitoba Housing but managed by an agency or non-profit. Subsidized housing is provided to seniors, persons with disabilities and families with low to moderate incomes.

Urban Native Non-Profit Housing – Manitoba Housing partnership agreements with urban Indigenous non-profit organizations offer a variety of housing options in the private market (urban communities) to Indigenous seniors, persons with disabilities and families with low to moderate incomes.

Affordable Housing Rental Program – This program is for lower-moderate income households whose total household income is below the posted program income limit. The household will pay an affordable rent based on median rents in the private market. Affordable rents are established annually by Manitoba Housing.

Canada-Manitoba Housing Benefit

The Canada-Manitoba Housing Benefit is a portable shelter benefit paid to eligible renters in core housing need. The benefit is cost-matched by the Canada Mortgage and Housing Corporation and the Manitoba government.

Manitoba Rent Relief Fund

The Manitoba Rent Relief Fund, or Manitoba Rent Bank, is a province-wide homelessness prevention and housing stability initiative for low- to moderate-income renters unable to pay shelter costs due to unforeseen circumstances. It's administered by the Manitoba Non-Profit Housing Association and funded by the Province of Manitoba.

Housing Co-Operatives

Like other types of co-ops, housing cooperatives are often built because of a need identified by a group of people—whether to provide affordable housing, housing where there are few to no options available in the community or culturally appropriate housing.

Built under the Federal Affordable Housing Strategy, many of Manitoba's housing cooperatives were  required to be incorporated as non-profit. Most of these cooperatives offer units that are subsidized and geared to a person’s income. Because co-ops charge their members only enough to cover costs, repairs and reserves, they can offer more affordable housing than average private sector rental costs.
